It’s definitely the bank. It’s possible that the client is lying and he went back to the bank to ask for a chargeback.
Nonetheless, there has to be some insurance from Upwork’s end. That means anyone could do this at any time, hire on Upwork, revert to his bank and ask for a refund. Upwork should refund in reasonable cases, and reject in reasonable cases as well.
